I should have been clearer, I meant where do I set the save directory to? I know HOW to, it's just I'm not sure what to write.

You said something about placing them in a directory I can write to. What would I need to write underneath config -> paths in order for it to work properly?

Where did you copy zsnes and the game to? Also what OS (Windows XP/vista/7, mac os, linux, etc) and what zsnes version? My Downloads section. Using Windows 7.
