PSU isn't going to be throwing anything particularly hard at that class of video card, as it is based on the PS2 version - in this case the RAM is a larger factor than anything else. If it was they used the 360 version, the specs would be much higher, closer to Oblivion's.

Minimum specs are largely marketing-speak, tailored to what would a typical computer on store shelves when the game was released(at least thats true for the last 5 years, I can't recall a game in that time giving you sane minimums).

I've come to the conclusion that almost every game thats a port of a ps2 game runs fine on a p3 of any class with a moderatly poor video card. Only expection is you need high ram still. Only games that require high end pcs normally seem to be american fps games.
