Applying USB keyboard volume controls to master volume only?

I find this volume control feature that most usb keyboards have very handy, except when it decides it should modify the volume of whatever media player/game I have running instead of the master volume. Is there any way to bind the controls to one single program only (sndvol32.exe in this case)?
