Weird frame rate issues.

For some reason, ZSnes started running slowly and the only way I can get it to run at the proper speed is to do V-Sync and run at 2X speed and I run at 90/60fps. But I noticed that I was also having issues with other emulators running slowly like Project64. I've also been having issues running PC games. I play FFXI and the game is supposed to be capped at, of all things, 30fps, but it's constantly running at 40fps instead. I can't really complain that FFXI is running at a higher frame rate but I can't stand the fact that things just aren't...right. I have an ATi x600 and I tried to upgrade the drivers and was left with the same issue after the upgrade. I can't think of ANYTHING that I did to my computer that would affect the frame rate of my games. I think it might have something to do with my refresh rate, but I've left that at the default 60Hz and never changed it. Does anyone have any suggestions as to what is causing this bizarre behavior?

If you are forcing refresh rates via ATI's CCC, that might be the culprit.
