Annoying screen tearing

Okay, I've had this problem for maybe, oh I don't know, two weeks or so and it's kind of annoying. Many emulators (such as Nestopia 1.3x/1.40, PJ64 1.x, Bsnes, etc.) have had apparent tearing in the screen, even after turning it on in said emulators. Now, keep in mind that I have tried both forcing Vsync/triple buffering "on" and "off" in the nVidia control panel (global and individual setting) and still no luck. I never had this issue two weeks before. I did upgrade the drivers to the most recent version and tried rolling back and...nothing. I had this issue on the GeForce 7800GT and now have a GeForce 9600GT and still have tearing issues. What's going on?

Use DriverCleaner.net instead of windows "roll back" function >.>

At least I think the issue is driver related, but I honestly have no freakin' clue. I know it's not video card related as I've seen the issue on more than one card.

1) Use the NVidia driver cleaner.. IIRC Guru3d hosts this. I don't recommand Drivercleaner.. as it was a bad experience the last time I tried it. You need to use the NVidia driver cleaner after an uninstall so all the leftover registry crap can die.

2) Use Rivatuner or one of those NVidia profile makers. On last recollection, NVidia has been poor at getting their GUI to registry changes done properly.

3) NVidia broke it, which is always possible.
