So yeah, I'm typing this on behalf of a friend of mine who got a modded slim PSTwo a couple of weeks ago.
He doesn't know what kind of a modchip the console has but it plays his PAL originals, imports, and backups seemingly fine. However, the console is unable to play regular DVD movies, and just shows a never ending "Reading Disc" message.
Is this a "feature" of the modchip, or is the modchip defective? He doesn't really mind, because he can still watch movies using his computer's DVD drive, but he'd like some insight on this matter.
Oh yeah, he also said that the guys who installed a chip also did an optimal laser calibration, whatever that means.

My understanding: The DVD laser is set wrong. When installing a mod chip there are several hardware issues with ps2 lasers going out. This can be fixed in a couple of ways. One is to have a fix, soldered onto the board, to prevent it from burning out (the laser). The other is to manually calibrate the depth at which the laser eye is positioned. Sounds to me like the person has set the depth wrong and as a result, it can't read the DVDs.
Has your "friend" tried DVD games. I'm not sure if the game eye and the DVD eye are the same? If DVD "games" work then I suppose it's just a matter of having the eye re-calibrated. If Both DVD games and DVD movies don't work then I suspect the DVD part of the laser has burnt out. The only fix for that is to buy a new laser but that still leaves the problem of it happening again.
I own a PS2 with a Matrix Infinity. It uses the soldered fix I mentioned above. I've had zero problems with it.

Here's a link with instructions on how to calibrate the laser. If your friend feels up to doing it himself, that is. I never attempted this myself so I give no guarantee on the out come. Just info I've picked up here and there. Hope it's something useful.

Apparently what was needed was a "trick" in order to switch the console into DVD/PSX mode; namely pressing the power button three times when waking it from standby.
