On a real SNES yes it would. Here is an example of the SMW title screen showing the very first scanline:

That's not a real SNES screenshot. MESS is hardly the gold standard for SNES accuracy, though they've made great strides lately.

Scanline 0 is not rendered on a realsnes (unlike scanline 224). Read docs if you want to know why.
