The "About" Dialog Box

I hope this isn't a known "issue", but the about dialog box says "Please read 'license.txt' thouroughly before using it." Umm, where is license.txt!?

It's neither in 1.36 nor the latest WIP.

Easily fixable. What should it be replaced with ?

1 - in linux
2 - in DOS/Windows

I could add a line if the file is different between dos and windows, but I doubt that's the case.

Perhaps a GNU GPL .txt file could be distributed with 1.40, and then say "Please read the included copy of the GNU GPL documentation thouroughly..." in the about dialog.
