Percent to execute command-line bug

OS: Windows XP
ZSNES version: April 4th WIP and newer
Problem: Percent to execute command-line validation check seems to be hosed - that is, nothing you enter is a valid percent. :) It works fine if you change the value within zsnesw.cfg but this is no good for doing this on a per-game basis in a front-end, for example.

May 9 2007 - NSRT 3.4, now with lots of hashing and even more accurate information! Go download it.
