The Use 4:3 ratio option only appears when you are using a video mode that isn't 4:3

It's your graphics card or your monitor that are scaling the image to 16:9.

Try to search your graphics card control panel for a scaling option and turn it off.

I had the same problem exactly 365 days ago.

I tried several dozen antivirus and antispyware programs, but couldn't find anything wrong.
