I'd say it's a dual core issue at work. 1) Get the required AMD dual-core patches+drivers. 2) Set ZSNES's affinity to 1 CPU. That should help your issue out. Well that was my first thought since ePSXe had issues with Dual Core CPUs (games were too fast) but why only AMD, why not the Intel Dual Core...
