Just have a look into the install.txt that comes along with zsnes. check www.libsdl.org to grab SDL 1.2.0 or later. If you are using rpm packages, don't forget the -devel package. I've had the same problem as you described. Installed the SDL-devel package and everything went fine. Hope this helps.
