Okay? Okay. I swear to god I've searched for this, but apparently no one else has had it happen. =p
Start a brand spankin' new directory of zsnes, and:
1) the window comes up with the introductory message box, then
2) about 10 seconds later, it crashes, saying, "zsnes has encountered an error and closed."
So, there's a whole lot I've got to work with thanks to that error message. =p
The only thing that's changed on this box in recent months are the video drivers; running an old 4200ti on XP Professional with the newest drivers. But this also happened with the last full release drivers. And the ones before that; I've dug into past archives and Restore Points to try and figure out exactly when this started happening (I hadn't touched zsnes in months and got that good-game desire going again recently). No luck.
The hell is going on? I can switch it to a full-screen mode via the .cfg file but that crashes too. Black screen either way (on windowed or full). Same maddeningly unhelpful error message. Everything else on the damned PC works (which is pretty freaky rare).
Edit: Oh, and this was happening with old versions of zsnes also. I noticed it happened with the same install I've had forever (from an WIP version at least a year old), and also the new ones I've tried (both full and WIP)

Well, it definitely sounds like it's not ZSNES' fault. Since, all ZSNES versions seemed to be working before, and now none of them do.

Weeell, the assumption here is that zsnes doesn't like some new version of the nvidia drivers; my guess is when everything went to the "ForceWare" bit. It's gotta be either that or a Direct3D thing, and I've reverted D3D also in my testing.
Mostly I'm just curious if anyone has anything I can try to get it working again; I've uninstalled and reinstalled just about everything I can think of, so it's a setting -somewhere-.

Hum, well, I meant DirectX in general, not D3D specifically, so my bad there. ;p
Anyway, refresh rate made the crash happen a little slower, oddly enough, but no solution there. I did manage to find an old release that works for some reason now, so at least I've got some version working again, but not the latest.
