What he means is, there are programs like Alcohol 120% and Daemon Tools that can create a virtual cd drive on your computer. If you mount the iso to this drive in the program, itll act like you just put that cd in that drive, and you'll be able to explore it in your windows explorer. All on your HD with no burning required.

pSX Emulator 1.7 Released
From pSX ForumReports of success/failure with protected games are most welcome
- Subcode reading (libcrypt games should now work)
- Better support for self-modifying code (fixes Spyro3)
- More anti-mod protected games now work (tested on WildArms2)
- Added support for MDEC STP bit (fixes DragonWarrior7 spell effects)
- Fixed quickload menu bug
- Fixed crash loading v1.5 state saves
- Fixed bug where .bin file was named .cue when converting CDZ file
- Fixed bug where CDZs created without .cue file did not work
- ESC can now be configured (either quit, or exit fullscreen)
- CD drivers now retry when an error occurs (up to 16 times)
- Fixed bug where switching back to windowed sometimes didn't work
- File requester is now displayed when BIOS is not found
At least Wild Arms 2 and Spyro 3 (Year of the dragon) are known to work.

pSXAuthor has made a Wip Build that fixes an issue with the subcode reading code that prevented Megaman Ledgends 2 from passing the Capcom logo when the game was ran from the PlayStation Disc. If your playing with PS Discs you may want to use this instead of the 1.7 release.
I can repro this too - it is a side effect of the subcode reading stuff I added. I am looking into fixing it now.

pSX 1.7 / 1.8 WIP problems (!)
I had major issues with this (1.8 WIP) release:
2-D games such as Metal Slug (J) and Zanac X Zanac [in the old-school 8-bit mode] have serious problems with sprites not displayed,Metal Slug is unplayable at a point very early in the game.Zanac's 8-bit game freezes after 2 seconds.
Guardian's Crusade (PAL) doesn't work,crashes after the intro FMV,before the title screen even appears.
I tried Dragon Warrior VII and after a while,the graphics and sound suddenly became choppy,I wondered what is the problem,when I looked at the HDD access LED,pSX was grinding the hard drive repeatedly,the behavior was something similar to an aggressive virus and I had the game run from the CDROM!
(not from an image file)
When browsing to select a CD drive for pSX to use,during the selection,browsing is slow and laggy and feels like an antivirus is scanning the files thoroughly while scrolling down (I had the AV disabled when selecting to confirm this).Not to mention when pressing the OK button it takes a second or 2 to activate.
Only this part of pSX is so slow.
Aside from these issues,there's another bug:
pSX fails to start in Fullscreen mode at 100Hz refresh rate for PAL or 120Hz for NTSC.It only works at 60Hz or 160Hz.
There's no way for pSX to remember the CD drive assigned for loading CDs.it always defaults to the pSX folder and you have to go every time to set it manually.It's a PITA.
There's no way to disable CDDA and/or XA reading from CD in pSX Especially needed when running games from the CDROM drive directly.
P.S. I can't access/register in the pSX forums for some odd reason,so If any of you could copy/paste this bug report and post in the pSX forums
