ati rage pro video card, 2x agp
very slow mouse, and games - 640x480 full screen, tried turning off all video enchancers, minimal sound settings, still no luck. Any ideas?

That system should be able to run ZSNES OK, but you may be running too much stuff in the background that is taking the CPU (anti-virus, firewall, etc.).
On the other hand, the ATI Rage Pro is not really helping you a lot.

Hmm... installed the drivers from the laptop manufacturers site, instead of driver guide ones, and stuff SEEMS to be running fine - and there's 100 meg of ram being used in the background (a/v and firewall!). You haven't read the docs about the FPS counter?...
F1->Show FPS
Alternatively, you could goto Config->Options and check Show FPS At Start.
Of course, you'd have to use Auto Frame Skip in order for this to work.

I'm sorry, but your computer won't run zsnes fast. I had a 700mhz athlon back in the day, and it still wasn't 60 fps, plus it only had windows 98 in the background.
try a 320x240 resolution if zsnes still has them, or boot into pure dos if you have windows.

If you're running 9x, try the DOS version of ZSNES.
May 9 2007 - NSRT 3.4, now with lots of hashing and even more accurate information! Go download it.

There is a big difference in speed between the DOS and Windows versions. I recommend that you use the DOS version in Windows 98, and use one of the ModeQ resolutions. Also make sure not to use vsync, triple buffering, or any filters. I used to be able to get around 40+ FPS with ZSNES on my Pentium-MMX 166MHz and 2MB S3 Trio 64V PCI graphics card. Using that computer, I got 60FPS with most games using an older version of the DOS port of Sneese. (TRAC said that it currently isn't as fast as it once was.)
If you can't be bothered switching from Windows XP back to Windows 98 or DOS, you should use this build of ZSNES. I compiled it with RELEASEGRADE=yes and CPU=pentium2, so hopefully it will provide a speed improvement.
