What is the ideal emulator and ideal settings

ePSXe, PSxEven, or SSSPSX should suffice.
As far as plugins go, Pete's OpenGL2 plugin with full framebuffer emulation, Off-Screen drawing and texture window emulation (P.E.Op.S. Softwar plugin is probably enough for Tactics Ogre though.
For sound, Eternal SPU with 'Update before accessing register' enabled in config.

Why bother with plugins and junk?
Just download the awesome little emulator called 'pSX' and experience those games just as you would on the real thing.
Graphics and sound are faithful to the real PSX and there's very little options to tinker with.Even with the default settings you'll be 'shocked'
Make sure you have a decent joypad,and optionally use that TV out from your graphics card to feed your starving 'boob tube'.
a little secret: if all else fails,use the WIP

For an authentic experience,stick to the ones that are designed with accuracy in mind,like pSX.
I personally use pSX 95% of the time and ePSXe just for 1 game still not emulated with pSX (although 'Ape Escape' looks great at 3.1 Megapixels)
