I do, although mostly for dev purposes.
Others here I know do, and I'm sure they'll respond when they see this.

I do use Zsnes DOS. It is great for us old school fans, and I think it has better compatibility. I think all zsnes versions rock. But, if someone stopped making Zsnes DOS, the last Zsnes DOS will be my treasure.
My system specs:
AMD 5x86 100 MHz running at 60 MHz due to MoBo error.
8086SX coprocessor
48 MB RAM
Seagate 520 MB HDD
Seagate 110 MB HDD
So I prefer DOS versions of any program I like. For example:
Zsnes DOS
NSRT DOS
Warcraft II (DOS)
Shippy 1984 DOS
Blackthorne freeware demo (DOS)
Corncob 3D (DOS)
And other DOS programs
I like DOS.

Every once in a while, I'll bust out some DoS based ZSnes on my laptop.
Specs:
Windows 98SE, unofficial sp1.5
200MHz Pentium MMX
32MB RAM
2.somethingGB HDD (Too Lazy to open Window$ Explorer and find out)
Only problem with it is that the sound will go out sometimes, but it's good

I still use it on my old machine (p200mmx), just to gain some more frames when I use it in pure dos mode...
DOS old-skool user here, yo.
The only time I used ZSNESW was when my old graphics card couldn't support VESA1 in DOS, and Front Mission required transparencies to display the field of play correctly.
Otherwise, DOS ZSNES has been my primary emulator, even if I can't get past the fucking Yoshi race in SMRPG...

You can run ZSNES DOS in XP well enough for the debugger. Run it in a standard video mode(I'm currently using 320x240 ModeX) with sound disabled and it runs fine.
I use it all the time like that with no problems.
