I open ZSnes V1.50 with the -d flag, and it opens a console that says "Welcome to ZSnes debugger V0.01", but that's it. It doesn't respond to any keypresses, print anything, etc; it just sits there while I play the game, doing nothing.
No ROM info because it happens with every ROM, and isn't an emulation error. :-/
The debugger doesn't do anything in Windows XP SP2.

You might want to read the documentation. Then you'd know which keys to use to interact with it.

You press F1 to switch between debugger input and ingame input.
