In Breath of Fire for Super Nintendo Entertainment System what do I do I am at getting Gills part.

After I am done getting Gills, getting Ox then what do I do please? Thank you.

Once you have gotten the Gills... you are supposed to explore whatever is West of Prima, while going across the uncrossable parts of the ocean floor in Gobi's Fish Form.
