Click the "moderator control panel" in the forums you can moderate. Tick posts/threads you want to apply the command to, choose command, set target forum/choose merge target/whatever, click butan, get bacon.

This one's kind of clever. Seems to be able to patch together content that's topical to the post, but still advertise it's scammy shit in it's signature.

phpBB makes it hard to restrict user's abilities. Really, it shouldn't be such a pain in the ass to restrict the amount of posts a new user can make in a day.
