in a nutshell, Greg Pabich wants to debug the current form of cheetahmen 2, fix a majority of the bugs (especially the crippling ones), and I believe add a couple new levels.
and he needs some money to do it, and then when it's all said and done you can buy a copy for $60...

I doubt that game would be much better without the bugs, tbh. Definitely not worth $60 either

The promo video itself is sort of entertaining.
Actually paying for this though is pretty much the pinnacle of hipstery irony and for the kind of people who wear internet meme t-shirts and call things they like "epic" and use "fail" as a noun.
