WIN IPS: ROM Patching Tool

Let me see if I can get my ROM/IPS pair back that IPSWin managed to rape. Might take a few days, largely due to my massivel laziness.

For Linux users, there's a Perl IPS patcher on Zophar.net. It might require a minor modification [so it does linebreaks], but otherwise, it works fine.

I finally got a chance to try the Java IPS made by that same guy
that made Win IPS.

The Java IPS really is Screwing up the ROMS.
That I will admit.
But, I am getting the same results as WinIPS as SnesTOOL.
SAME RESULT.
For the patch of Langrisser Hikari 2 any way.
