Could it be possible to set more than 1 key to a specific button?
ie. both the A key and the L key on the keyboard, is the START button on the SNES controller.
Also.
have a turbo enable button so that people who use joypads can press and hold a button and press the key that they want to be on turbo, then let go of the button and the but will go back to normal
ie.
button 1 on the joypad is the turbo enable button.
button 2 on joypad is the A button on the SNES.
Pressing and holding the 2button on the joypad will make Mario jump once.
pressing and holding both the 1 and 2 button together will make Mario keep jumping until you let go of either of the buttons.

I think the option you want is Use Pl1/2 as Pl3/4.
EDIT: So for the turbo stuff, you're basically saying that you want a switch to enable and disable turbo whenever you want, right? And if I interpret your request correctly, you want that switch to be a push-and-hold button, not a toggle switch.
Well, I managed to pull it off, except I got it working as a toggle switch.
In the Input #1 menu, configure your turbo controller. Leave A,B,X,Y,L, and R blank, and instead set up their respective turbo buttons. Also configure U,D,L,R, select, and start.
In the Input #3 menu, configure your normal (non-turbo) controller. Use the same buttons that you used for Input #1, except use the normal SNES buttons and not the turbo ones. Remember to keep U,D,L,R, select, and start the same, too.
In the Misc-->Misc Keys menu, assign a key to the "Use Pl12/34" option. This will be your "enable/disable turbo" button that you requested. In my test, I just used the space bar.
Now start up a game, and you will already be using turbo. Press space bar (or whatever key you assigned) and turbo will disable. Press it again to re-enable it when you want.
Now you have an "enable/disable turbo" toggle switch. Hope it helps.
