Looking for an app that can convert XLS files to TXT,HTML...

I need an app (preferably for Windows) with similar features to this one here:

that doesn't require sending mail attachments to some server and getting a reply or using an online service as this one does.
I'm looking for a no-frills,lightweight OFFLINE converter.
(Office apps such as OpenOffice,GNUmeric,etc. do not apply)

The app should be able to convert XLS,PPS,DOC,CSV files to plain TXT(or ASCII-style),HTML (as Yahoo mail does) or strip all the images,scripts and fluff and only dump the spreadsheets to PDF.

search for a PDF print driver, like pdf creator.

stripping images is your problem, not PDF's
