Unable to set special filters Hqxx and NTSC

Whenever I try to enable either NTSC filters or hqxx filters in zsnes 1.51, zsnes crashes and dissapears with no prompts.

resoultion 1280x1024 DSF
hanns-g hu171a monitor

Not sure what is causing this, here is some general system info, if there is any other information i can provide please tell me and i will do so.
