im aware i could add a shortcut to C:\Documents and Settings\All Users\Start Menu\Programs\Administrative Tools
but then i have to enter a folder then double click the shortcut >.> and i like minimizing mouse clicks.

I get the feeling I have to smack you in the head for not using the brain.
The Control Panel looks for .cpl files and displays/lists them there.
Adding a shortcut to the desired Control Panel option is easy from knowing this. However, this doesn't mean you can add "shortcuts" to the Control Panel itself (AFAIK anyways).
When I mention the Start Menu, there are options to "expand" the Control Panel via the Start Menu, which are simply just shortcuts to each and every Control Panel option.

Try Microangelo 5.5, or any other icon extractor.
