Bilinear filter in Vista

Has anyone figured out how to get the bilinear filter to work for Directdraw in Vista? I'd really like to play games with some kind of filtering, since the nearest neighbour scaling it uses by default makes dither patterns look really really bad because the pixels are all different sizes.

I've looked on here and it was mentioned but no conclusion was made and google was unhelpful on the subject with advice like "zsnes sucks use snes9x" or "vista sucks use XP". I'd rather use zsnes on windows vista, for my own reasons so I don't want any useless advice like that.

EDIT: Crap, probably wrong forum, move if needed.

The only way of having it available is displaying it in Direct3D. I'd say this change was intentional and not something that can be fixed.
