It was a pain when Counter-Strike 1.6 had it's debut, nowadays it's ok, the only problems happen when big games (Valve games) have their premiere (many users are downloading content, recently happened with L4D demo which was also released later than they firstly announced). You can now choose the download region, so I think they are improving on that. There was an accident with a storm some years ago, where for a couple of hours you couldn't log into Steam, besides that incident and some minor ones in the past it works 24/7.
