It's a hack called mario forever. Search Frustrating Mario level 1-1 demo on youtube then there's a link to it in the description of the video. The guy made a demo of it but has the real hack in the zip file too. I haven't looked through it so I don't know which one it is.

Edit: I'd give you a link to it, but there's a no rom policy here. Though I figured it'd be helpful since this is a really obscure hack to find.

Well I'm just not sure. The hack was distributed in a rom format so I have no idea which rom it was actually patched against. The IPS patch in it of who ever made that archive could be for any one of the bad versions of super mario brothers floating around.

Edit: Whatever, I removed all the roms from the archive with the IPS patch. The most likely patch candidate has a crc32 of 6959C882.

Edit2: Lol just scanned the rom aptly labeled super mario.nes in the archive and it turns out it's Underwater Mario Maze (SMB1 Hack) [a1].nes. God this thing is a piece of shit.

Mario Forever is probably the SMB hack I hear name-dropped the most. Why is it not on RHDN? Is the author opposed to it or something?

RHDN doesn't accept hacks in ROM format. That's probably why.
