I've got a Compaq LTE5280, P120, 80Mb ram, 1Mb video and Zsnes runs slooooow in DOS. So I gave up on it... Even using SciTech Display Doctor with r3gg3d serial numbahz! LOL I get an average of 10-20FPS with sound@32,000Khz.
Seriously don't expect 60/60 on a P166. I know, it sucks. At least loopynes and genecyst will run 60/60.

Heh. A Pentium 200 MMX, 32MB RAM with a 1MB video card is basically the minimum when you want a little bells and whistles and not much else (basically, 640x480, Interpolation and 22050Hz Stereo will run all games smoothly except Star Ocean).
...Although I didn't pay much attention to fps when I used my old rig.

pretty much, if you have an MMX-capable CPU, it will run 60/60, if you disable every filter and run DOS.
Having a 1MB video card also forces you to use DOS. In Windows, the colors get pretty messed up.
So having MMX really helps that much eh? I never knew. If only my laptop was a little better! Well I'm saving up anyways, so soon enough I'll be able to get a P2 or P3 laptop second hand, that'll run Zsnes and more.
