Its not really a bug of any kind i think, and i dont think it can be the rom, but here's my problem. When i play a rom (ex. Tales of Phantasia) and walk around i see a blurry kinda horizontal line slowly moving from the top to the bottom, when i stand still its gone, untill i start walking again. I tried experimenting a bit with the video options, and found out that if i turn on Vsync the blurry line is gone, but instead its getting shocky when i move.
I dont know how to solve this (im new to using emulators and roms) so if anyone could help me out i would greatly appreciate it, thanks

You're experiencing 'screen tearing'. To solve it, you can use VSync. But VSync will stutter if your screen refresh isn't a multiple of 60 (for NTSC games) or 50 (for PAL games).
You can run zsnes with a command-line parameter to force 60Hz refresh.
Or, if 60Hz gives you headaches, try Vsync on/off with triple buffering enabled.
