Not a rival in a competitive meaning.

What is this 'line scroll' you're talking about ?

by line scroll i mean like the 3-D look
like when u move left or right some lines on the floor move left or right like slowly to give a 3-D feel

It's like parallax scrolling backgrounds (offset layers that scroll at different speeds, giving the illusion of 3d depth in a 2d scrolling game, most common in 16-bit and higher platform games). The "line effect" does the same thing to a floor pattern, but scrolling each row of pixels instead of seperate background layers. It is frequently used in fighting games with small arenas like Mortal Kombat and Killer Instinct. I have noticed that MK3 on the Sega Genesis does not have this effect while the SNES version does...go figure.

It's not a hardware effect, so you would have to hack the game to disable it. Even if you could, you probably would not get the results you expect.

Then it is not possible to disable this scrolling in ZSNES.

Is it truly hardware unlreatd? Why no game for the neogeo actually has it while some of their ports have it?

why not just disable background layers and get the raw images into photoshop and do whatever you want? or get the arcade version and get better graphics to boot. you can rip the background images direct from the ki.img file. there's 4 bg images per level if I remember correctly, and the softwares sorta morphs them together.
