I'm not really sure how to do this, so i figured this would be a good place to ask. Can it be done simply by connecting my laptop to the TV via an s-video cable, or would i need some sort of converter?

As long as your notebook supports S-Video OUT, and your TV supports S-Video IN, and you configure the monitor setup right, you can have ZSnes on your TV.

Most laptops clone the primary display for S-Video output, so it shouldn't be a problem. The main issue is the digital-to-analog conversion is inferior to the DAC in a real SNES, so the picture will look blurry. Either way, you'll get the best picture in 320x240 or 320x200 resolution.
With a digital connection like DVI (many HDTV's have this, very few laptops do), you'll have a very good picture at any HD-standard resolution. Computers with DVI output can also connect to a television with HDMI input, but a converter cable is needed (DVI and HDMI are pin-compatible). Most stores overcharge for a DVI to HDMI cable, but you can find more affordable prices online.
The video card in my desktop computer is an nVidia BFG GeForce 6600GT OC (AGP version). It has a dongle with HDTV component output, which looks great. Even though component is not digital, progressive-scan output with component is comparable to a VGA computer monitor.
