Tales of Phantasia Visual Bug?

Not that I'm asking for this to be fixed immediately... but what is causing this? I'm guessing it is some Windowing issue...

Notice the right side of the screen:

This has happened for a long while (excluding the time between the DMA fix).. Snes9x doesn't seem to reproduce this. I'm just curious as to what is the actual issue is.

I don't think this is normal... am I wrong?

The best way to experience the bug is when you attack... you move far and fast enough to make the screen scroll (use a dash attack to make this happen)

This doesn't occur with the old graphics engine (although the old graphics engine seems to exert a different bug altogether, and won't be mentioned here)

You can see it during the opening battle sequence, too. Just start a new game. Use the slowdown key to see it better.

It looks like a tile wrapping bug, but I don't know for sure...

I've experienced the same gllitch, but only in one region of the game so far (the Valley of the Sylphs). Unfortunately I can't provide any savestates.
