At any rate, it's about as useful as the terror alert level being stuck at 'Bert'.

that's silly. all those guys gotta do is when a catastrophie happens is push it to midnight and say "we warned you guys!" I think it started at like 2:00 am, then when bush was elected pushed it to 6:00am, and when he was re-elected sent it straight to 11:45pm. I believe one of the old men ripped a catastrophic fart, which pushed it to 11:53pm.
