Yes. HQ?x caches the resulting data, so in the best case it has to be processed only once. Scrolling on the CT map loads new tiles, so I'd guess the cache gets cleared.

I've got an 1996 HP Pavilion M90 19" moniter which I can max out to only 1600 X 1200 but I'm not trading it in until it burns it's last.Then I'm going to burry it in the back yard and errect a headstone over it right next to my good ol' doggy,Oddin.Is a space hogger and weighs a ton & It once got "accidentally" knocked off my desk onto the floor( 2 1/2 ft fall )while still on and survived with minor cuts & bruises.I've had to take it into the shop just once and that was prior to the fall.
I've tried an LCD and couldn't get used to it, the image isn't as sharp and I don't like the colour changes viewing it from different angles.

I've got a P4 3.2ghz and can run HQ4X at 1280x1024 at 60fps constantly, 0 frameskip even on fast moving picture, in fact Zsnes+HQ4X barely uses 40% of my processor.
Just out of interest have you got vsync on and tripple buffering off? On similar hardware to yours, i get slow down with hq4x when I have tripple buffering off but vsync on. If I turn tripple buffering on the frame-rate stays at a consistant 60 fps.
