It looks like interference... either the hard drive or the graphics card (or a combination of both) that is causing it. It doesn't seem to be ZSNES at fault in this case.
I get this problem when browsing a directory wit a LOT of roms. I had a directory with the entire goodset and it did that. Also, sometimes the names in the load dialog box would become garbage on large directories.
EDIT: It doesn't look quite like interference because the menubar is fine.
Is there a correlation to having lots of ROMs? If you check the original poster's post history.. he supposedly has a lot of ROMs...
I can only think that a workaround would be having a certain number of ROMs in the directory... since given he said that it doesn't affect the PATA drives..
I think it was established a long time ago in some other thread that having a "whole fucking lot" of roms in a single directory isn't a good idea, and one can expect problems.
Still, it seems a bit far-fetched to me that having lots of roms in a single directory would cause display corruption like the in the screenshots. I could understand it if it corrupted the Load window.

In my experience, the corruption that occurs when you have a lot of ROM's in one directory only scrambles the file/directory lists on the Game>Load dialog. Even then, it only appears as mixed-up letters, numbers, and symbols, not static/graphic interference.
Well, I would get the same exact corruption as that when I had all the roms in one dir. Now they're all burned to separate DVDs and I only sometimes get some list corruption.
