And I don't have any funky video filters on and I've tried it on all the different resolutions.
I had this problem before, but I remember fixing it my changing something in the dxdiag window box thing. However I have already tried to manually overide the Hz setting on my display and 60, with no luck, and also have turned on and off the direct draw/3d options.

Do you have VSync / Triple Buffering activated? High-priority mode?
Are there other programs running? (Keep the task manager open to watch the CPU load.)
Does the same happen with other games / emulators / previous ZSNES versions?

I have the Inspiron 5150
Mine was doing the same thing after I got the last driver made for it.
Use a older video card driver.
nVidia GeForce FX Go5200 driver from Dell
